Located in Salinas, this 84-acre conceptual master plan was developed for Cooley Development Partners as a transformative vision for a new mixed use urban district. With an estimated project budget of $55 million, the development reimagines a large tract of land situated between two historically separated communities, creating a vibrant and unified city center designed to foster connection, accessibility, and long-term growth.

While Salinas is characterized by a compact urban form shaped by the surrounding agricultural landscape, the city has historically lacked a centralized civic core that meaningfully connects its diverse neighborhoods and demographic communities. This master plan responds to that condition by establishing a pedestrian oriented environment where housing, retail, public amenities, and open space are carefully integrated to encourage daily interaction and community engagement.

Centered around a network of parks, plazas, and landscaped open spaces, the plan prioritizes walkability and human scale urban design. Residential neighborhoods are organized to support accessibility and connectivity, with a strong emphasis placed on affordable and for sale housing that promotes long term community investment and economic opportunity.
