Located in Salinas, this 84-acre conceptual master plan was developed for Cooley Development Partners as a transformative vision for a new mixed use urban district. With an estimated project budget of $55 million, the development reimagines a large tract of land situated between two historically separated communities, creating a vibrant and unified city center designed to foster connection, accessibility, and long-term growth.
While Salinas is characterized by a compact urban form shaped by the surrounding agricultural landscape, the city has historically lacked a centralized civic core that meaningfully connects its diverse neighborhoods and demographic communities. This master plan responds to that condition by establishing a pedestrian oriented environment where housing, retail, public amenities, and open space are carefully integrated to encourage daily interaction and community engagement.
Centered around a network of parks, plazas, and landscaped open spaces, the plan prioritizes walkability and human scale urban design. Residential neighborhoods are organized to support accessibility and connectivity, with a strong emphasis placed on affordable and for sale housing that promotes long term community investment and economic opportunity. Streetscapes, gathering areas, and public spaces are designed to create an active and welcoming environment that encourages both social interaction and everyday use.
The development also leverages its proximity to existing transportation infrastructure, positioning the site as a connected urban hub capable of supporting future growth and regional accessibility. Retail spaces, community services, and mixed-use programming are strategically integrated throughout the district to create a balanced and self-sustaining environment that serves residents, visitors, and the surrounding community alike.
More than a conventional development, the Salinas master plan is envisioned as a catalyst for social and civic connection.
